Equality in State Agencies/Prohibition on DEI
This bill prohibits North Carolina state agencies and local governments from spending money on diversity, equity, and inclusion (DEI) programs, policies, or staff positions. It defines DEI as initiatives that influence hiring or employment based on race, sex, color, ethnicity, nationality, country of origin, or sexual orientation outside of merit-based processes, and establishes penalties for violations including fines up to $10,000 and potential removal from employment.
Mike Clampitt 1st Responder Tax Fairness Act
This bill expands the highway use tax exemption for volunteer fire departments and rescue squads that are not part of local government and have no more than two paid employees. The exemption now applies to fire trucks, pump trucks, tanker trucks, ladder trucks, four-wheel drive forest fire fighting vehicles, and emergency services vehicles.
CHCCS Act
This bill establishes new parental rights in public schools regarding student records and identity changes, restricts instruction on gender identity and sexuality in kindergarten through fourth grade, creates a legal process for parents to sue schools for violations, and gives the State Auditor authority to investigate and enforce compliance with financial penalties.
Local Bd. of Ed. Election Changes
This bill changes how school board members are elected in Columbus, Gaston, and Johnston counties by switching from nonpartisan elections to partisan elections (where candidates run with party labels). Board members will continue to be elected from residency districts, but starting in 2026, candidates will be nominated and elected through the same partisan process used for other county offices.
Clarify Powers of State Auditor
This bill expands the powers of North Carolina's State Auditor by exempting their office from certain state oversight requirements for IT procurement and information systems. It also creates new debt collection tools allowing the Department of Revenue to pursue debts discovered by the State Auditor through levy, sale, attachment, and garnishment procedures, similar to tax collection methods.
The Criminal Illegal Alien Enforcement Act
This bill requires North Carolina jail facilities to check whether inmates charged with certain crimes are U.S. citizens or legal residents, and to query Immigration and Customs Enforcement (ICE) if their status is unclear. When ICE issues a detention order, facilities must hold the person for up to 48 hours or until ICE takes custody, and must notify ICE before release.
Board of Funeral Service Modifications
This bill comprehensively updates North Carolina's funeral service regulations, including adding alkaline hydrolysis as an alternative to cremation, creating new rules for transporting human remains separately from funeral contracts, reorganizing the Board of Funeral Service composition, and making various administrative changes to licensing and record-keeping requirements.
Motor Vehicle Dealers
This bill makes three changes to North Carolina motor vehicle dealer regulations: it extends the grace period for license renewal from 30 days to 60 days after expiration, changes dealer license plate validity from one year to two years to match dealer license renewal cycles, and extends the mandatory replacement period for dealer plates from three years to four years.
2025 State Investment Modernization Act.-AB
This bill creates a new independent North Carolina Investment Authority to manage the state's retirement systems and other funds. The Authority will be governed by a Board of Directors, led by a Chief Investment Officer, and will have independence from standard state budget controls while maintaining fiduciary duties to protect invested assets.

NC Farmland and Military Protection Act
This bill prohibits entities controlled by adversarial foreign governments from purchasing, leasing, or holding agricultural land or property within 50 miles of North Carolina military installations. It requires existing foreign owners to register with the Secretary of State, allows the Attorney General to enforce violations through forced sales, and establishes penalties for non-compliance.
Additional Capital Appropriations
This bill appropriates over $1 billion in additional capital funding for state infrastructure projects across multiple agencies and universities for fiscal year 2025-2026, including $100 million specifically designated for repairs and renovations at North Carolina Central University, and $5 million for the State Bureau of Investigation to purchase radios, vehicles, and a case management system.
UNC Tuition Discounts for Certain Students

Authorize Gullah Geechee Heritage Trail
This bill authorizes the creation of the Gullah Geechee Greenway/Blueway Heritage Trail in Brunswick County, a 21-mile multiuse trail with 9 segments that will feature historical sites and cultural landmarks related to Gullah Geechee heritage. The state is authorized to support, promote, and facilitate the trail's establishment on state and other public and private lands, while respecting the rules and policies of non-state property owners.
Disaster Recovery Act of 2025 - Part I
This bill appropriates $524 million from North Carolina's disaster relief fund to help communities recover from Hurricane Helene through programs supporting home reconstruction, agricultural losses, private road repairs, and small business infrastructure. It also extends regulatory flexibilities for disaster recovery activities through June 30, 2025, and requires detailed reporting on fund usage.
The Stars and Stripes Commitment Act
This bill requires North Carolina schools to schedule daily recitation of the Pledge of Allegiance within one hour of the school day's start, display U.S. and North Carolina flags in classrooms, and provide instruction on the flag and Pledge's history. It also requires the State Board of Education and local school governing bodies to begin their meetings with the Pledge. The bill specifies that no one can be compelled to stand, salute, or recite the Pledge.
No Tax on Tips, Overtime, Bonus Pay
This bill allows North Carolina taxpayers to deduct overtime compensation, tips, and up to $2,500 in annual bonus pay from their state income tax. The deductions apply to income that would normally be taxed, effectively reducing the amount of state income tax owed by workers who receive these forms of compensation.
Assaults on First Responders
This bill increases the punishment for assaulting first responders with a firearm from a Class D felony to a Class B1 felony. It expands the definition of protected first responders to include emergency medical technicians, emergency health care providers, medical responders, firefighters, and telecommunicators, in addition to law enforcement, probation, parole officers, National Guard members, and detention facility employees.
Observe Standard Time All Year
This bill would make North Carolina observe standard time year-round, eliminating the practice of switching to daylight saving time in the spring. The bill aligns with a provision in the federal Uniform Time Act that allows states to remain on standard time permanently.
