Const. Amend./Judicial Standards Commission
This bill proposes a constitutional amendment to establish the Judicial Standards Commission in North Carolina's Constitution and changes how it operates. The amendment would require the Commission to have judges, lawyers, and non-lawyer citizens as members, and would make disciplinary hearings and sanctions public instead of confidential.
Restoring Separation of Powers & Leg. Transp
This bill proposes two constitutional amendments to be voted on in November 2026. The first amendment would limit the General Assembly's power to reorganize executive branch functions in ways that weaken the Governor's authority to execute state laws. The second amendment would require bills to address only one subject (with exceptions for budget and tax bills) and mandate at least 48 hours of public notice and bill text availability before final passage.
Const. Amend./Supreme Court Ethics
This bill proposes a constitutional amendment that would require North Carolina Supreme Court Justices to recuse themselves from cases where they have financial interests, personal relationships with parties involved, or previously sponsored the law being challenged. It would also require Justices to publicly disclose large financial transactions ($10,000+), non-salary income, and who funds their travel.
No Federal Interference in Elections
This bill prohibits federal or state armed forces from being stationed at voting places for 17 days before through election day, except in emergencies or at the request of election officials, and it restricts state and county election boards from disclosing voters' personal information (like Social Security numbers, dates of birth, and driver's license numbers) to the federal government without a court order.

Save Our Beaches

Limits on Immigration Detention Facilities

Prohibit Gambling in Prediction Markets
This bill makes it illegal in North Carolina to operate or participate in prediction markets where people bet money on the outcomes of future events. The bill treats prediction markets like other prohibited gambling activities and provides $10,000 in funding for enforcement starting July 1, 2026, with the law taking effect December 1, 2026.
Protection of Constitutional Rights
This bill allows people injured during civil immigration enforcement to sue individuals who violate the U.S. or North Carolina Constitution during that enforcement, and removes various legal immunities that might otherwise protect defendants. It also funds a $50,000 educational pamphlet about rights during immigration enforcement encounters.

This bill prohibits entities controlled by adversarial foreign governments from purchasing, leasing, or holding agricultural land or property within 50 miles of North Carolina military installations. Worker Safety Act of 2026

Family Support for Those Who Serve Act

Interstate Compact for School Psychologists
This bill adopts an interstate compact that allows school psychologists licensed in one state to practice in other participating states without repeating all licensure requirements. The bill also appropriates $1 million to East Carolina University for a virtual school psychology training program.
State Bd of Elections/Independent Agency
This bill changes how North Carolina's State Board of Elections is organized and led. It makes the Board an independent agency (rather than part of the Secretary of State's office) and shifts appointment power from the State Auditor to the Governor, effective July 1, 2027.
HOA Oversight Act
This bill requires the North Carolina Department of Justice to collect and track complaints from homeowners association members about disputes with their associations, publish complaint data online, and submit annual reports to the General Assembly. Early Intervention School Attendance Pilot
This bill establishes a two-year pilot program in one North Carolina school district to test a data-driven attendance monitoring and intervention system designed to reduce chronic absenteeism. The Department of Public Instruction will select a vendor and school district to implement the system, which includes real-time attendance tracking, automated family communication, and intervention protocols, with $75,000 in state funding allocated for the 2026-2027 school year.
Mike Clampitt 1st Responder Tax Fairness Act
This bill expands the highway use tax exemption for volunteer fire departments and rescue squads that are not part of local government and have no more than two paid employees. The exemption now applies to fire trucks, pump trucks, tanker trucks, ladder trucks, four-wheel drive forest fire fighting vehicles, and emergency services vehicles.
North Carolina Board of Integrative Therapies
This bill creates the North Carolina Board of Integrative Therapies and establishes state licensure requirements for art therapists and music therapists. The bill sets up a licensing system with application fees, renewal requirements, and disciplinary procedures, while specifying that only licensed practitioners can be compensated for providing these services.
