More APS Staff to Address Elder Abuse
This bill appropriates $2.178 million in state funds to hire at least 25 additional Adult Protective Services (APS) workers at county departments of social services statewide, beginning in fiscal year 2026-2027. The funds will be distributed to counties with the greatest need based on factors like number of APS cases, required staffing levels, senior population, and report volume.
Improve Cable Service Complaint Resolutions
This bill adds enforcement tools for the Consumer Protection Division of the Attorney General's Office to address cable service complaints. It allows the state to pursue civil actions to recover revenue from cable providers who commit repeat violations of federal customer service requirements or their own customer agreements, and requires cable companies to include complaint resolution information on customer bills.
Tax Relief for Working Families Act
This bill reestablishes North Carolina's Earned Income Tax Credit (EITC), which provides a tax credit to working families based on a percentage of the federal EITC they qualify for. The credit would be set at 20% of the federal credit amount for 2026 and beyond, and any credit amount exceeding taxes owed would be refunded to the taxpayer.
Financial Effectiveness and Transparency Act
This bill redirects $6.75 million in state funding away from Carolina Pregnancy Care Fellowship to evidence-based maternal and infant health programs through the Department of Health and Human Services. Reform NC Property Tax
This bill proposes a constitutional amendment to allow property tax relief based on area median income, modifies the homestead property tax circuit breaker program for seniors and disabled homeowners, updates tax exemptions for nonprofit affordable rental housing, and provides $20 million in grants to help counties upgrade property reappraisal technology for more frequent assessments.
Domestic Violence Divorce Reform Act
This bill allows victims of domestic violence to obtain an absolute divorce in North Carolina without waiting the standard one-year separation period. Victims can qualify by obtaining a domestic violence protection order, a conviction against their spouse for a domestic violence offense, or by proving domestic violence to a judge at a hearing. The bill also provides $50,000 in funding to Compass Center to support domestic violence victims.
Fair Share for Public Schools Act
This bill creates a new 7% income tax on North Carolina income exceeding $1 million per year for individuals. The revenue collected, minus administrative costs, would be distributed annually to the state public school fund and allocated to local school districts based on the number of students.
Fair Minimum Wage Act
This bill raises North Carolina's minimum wage to $15 per hour (with a lower $11 per hour rate for small businesses under $400,000 annual revenue) and automatically adjusts it yearly for inflation. It creates a Wage Board to study wage standards, allows local governments to set higher minimum wages, and establishes a Short-Time Compensation program to help employers reduce hours instead of laying off workers.

It specifies what information complaints must contain, allows employers to submit response statements within seven days, requires extra materials submitted with complaints to be destroyed and kept confidential, and establishes how time periods are calculated in these cases.
UNC Omnibus & Capital Contracting Law Changes

This bill proposes a constitutional amendment to establish the Judicial Standards Commission in North Carolina's Constitution and changes how it operates. Diabetes Education for Parents
This bill requires all North Carolina public schools to provide parents and guardians with information about Type 1 and Type 2 diabetes at the beginning of each school year. The information must include descriptions of the diseases, risk factors, warning signs, screening processes, and recommendations to consult with healthcare providers if students show symptoms or receive a diagnosis.
