On-Site Wastewater System Amendments
This bill updates North Carolina's regulations for on-site wastewater systems by adding definitions for advanced pretreatment technologies and modifying the approval process for innovative wastewater treatment systems. It allows advanced pretreatment systems tested and certified by nationally recognized bodies to be approved as innovative systems more quickly if they meet specific performance standards, without requiring separate state evaluation.
North Carolina Board of Integrative Therapies
This bill creates the North Carolina Board of Integrative Therapies and establishes state licensure requirements for art therapists and music therapists. The bill sets up a licensing system with application fees, renewal requirements, and disciplinary procedures, while specifying that only licensed practitioners can be compensated for providing these services.
Remove Cap: Satellite Annexations
This bill removes the 10% satellite annexation cap for the towns of Cleveland and Spruce Pine, allowing them to annex noncontiguous land areas without being limited by the percentage restriction that applies to most other municipalities. The bill adds these two towns to an existing list of cities and towns already exempt from this cap.
Interstate Massage Compact
This bill establishes the Interstate Massage Compact, which creates a multistate licensing system allowing massage therapists licensed in one member state to practice in other participating states. The compact creates an Interstate Massage Compact Commission to oversee licensing, maintain a database of licensees, and coordinate enforcement across states while preserving each state's regulatory authority.
Charges for Credit & Charge Cards
This bill caps the amount merchants in North Carolina can charge customers for credit or charge card payments at 2% of the transaction total, requires clear disclosure of these fees at points of sale, and prohibits charging card fees when no other payment method is available. The bill also increases the filing fee for nonprofit corporation articles of incorporation from $60 to $65.
NC Managing Environmental Waste Act of 2025
This bill requires state departments, schools, and colleges to purchase recycled, compostable, or recyclable materials when economically practicable, and mandates annual reporting on such purchases and recycling efforts. It also directs a UNC study on food service ware (single-use food containers) and requires the General Assembly and certain state facilities to pilot programs reducing single-use food service products.
Reg'l Water Study/IBT Subbasin/TMDL
This bill directs a study on water and wastewater system regionalization to address financially struggling local systems, eliminates subbasin designations for three river areas to allow more flexible water transfers within their major river basins, and modifies how nutrient offset credits are calculated for certain wastewater permits in the Neuse River Basin.
North Carolina Work and Save
This bill creates the North Carolina Work and Save Program, a state-facilitated retirement savings program for small business employees and self-employed individuals who lack access to employer-sponsored retirement plans. The program would offer payroll deduction IRAs (Individual Retirement Accounts) managed by private financial providers, with a default option of a Roth IRA with a 5% contribution rate, and includes $1 million in state funding for startup costs through 2027.
Town of Faith/Even-Yr. Elect./Four-Yr.Terms
This bill changes municipal elections for the Town of Faith from odd-numbered years to even-numbered years and extends aldermen terms from two years to four years. No elections will be held in 2025, current aldermen's terms will be extended by one year, and regular four-year term elections will begin in 2026.

Strengthen Medicaid Provider Controls

Equality in State Agencies/Prohibition on DEI
This bill prohibits North Carolina state agencies and local governments from spending money on diversity, equity, and inclusion (DEI) programs, policies, or staff positions. It defines DEI as initiatives that influence hiring or employment based on race, sex, color, ethnicity, nationality, country of origin, or sexual orientation outside of merit-based processes, and establishes penalties for violations including fines up to $10,000 and potential removal from employment.
Prohibit Litigation Invest/Amend WC Benefits
This bill has two main parts: it prohibits litigation investments (third-party funding of lawsuits in exchange for a share of any settlement or judgment) in North Carolina civil cases, and it increases workers' compensation benefit amounts for certain injuries, including raising maximum awards for facial disfigurement from $20,000 to $40,000 and other injury categories from $10,000-$20,000 to $20,000-$40,000.
NC Digital Asset and Stablecoin Act
This bill creates two new regulatory frameworks for North Carolina: the Digital Asset Financial Act, which allows state banks and credit unions to provide cryptocurrency custody, staking, and transaction services for customers, and the North Carolina Stablecoin Act, which creates a licensing system for companies that want to issue stablecoins (digital assets designed to maintain a fixed value, typically pegged to the U.S. dollar). US Department of Edu

Const. Amend. Property Tax Levy Limit

Const. Amendment: Council of State Vacancies
This bill proposes a constitutional amendment that would change how the Governor fills vacancies in eight statewide elected offices (Secretary of State, Auditor, Treasurer, Superintendent of Public Instruction, Attorney General, and three Commissioners). Under the new process, when a vacancy occurs close to an election, the Governor must choose from a list of three candidates nominated by the political party of the officer who left office. The amendment would be decided by voters in November 2026.
Mike Clampitt 1st Responder Tax Fairness Act
This bill expands the highway use tax exemption for volunteer fire departments and rescue squads that are not part of local government and have no more than two paid employees. The exemption now applies to fire trucks, pump trucks, tanker trucks, ladder trucks, four-wheel drive forest fire fighting vehicles, and emergency services vehicles.
Prescription Drug Expenses Tax Deduction
This bill allows North Carolina taxpayers to deduct up to $5,000 per year in out-of-pocket prescription drug expenses from their state income taxes, starting in 2026. The deduction covers unreimbursed medication costs and pharmacy co-pays, but excludes amounts already covered by tax-advantaged accounts like Health Savings Accounts or Flexible Spending Accounts.
