Modify HC POA/Adv Direct

The bill takes effect July 1, 2026, for hemp regulations and December 1, 2025, for the kratom ban.
Limit Use of AI Medicaid/Commercial Insurance
This bill prohibits the use of artificial intelligence as the sole basis for denying insurance coverage decisions and claims in North Carolina's Medicaid and commercial insurance programs. It also bars healthcare providers and AI developers from using AI systems designed to promote 'upcoding' (billing for higher-level services than actually provided), and requires healthcare providers to annually attest their compliance with these restrictions.

The bill requires the state to share this information with the National Marrow Donor Program and directs state health and motor vehicle agencies to conduct public awareness campaigns about bone marrow donation, with $100,000 allocated for these efforts.

This bill prohibits North Carolina state agencies and local governments from spending money on diversity, equity, and inclusion (DEI) programs, policies, or staff positions. Make E-Verify Great Again
This bill requires state and local government employers to use the federal E-Verify system to confirm employee work authorization. Educational Choice for Children Act (ECCA)

Interstate Compact for School Psychologists
This bill adopts an interstate compact that allows school psychologists licensed in one state to practice in other participating states without repeating all licensure requirements. The bill also appropriates $1 million to East Carolina University for a virtual school psychology training program.
Const. Amend. Property Tax Levy Limit
This bill proposes a constitutional amendment that would require the North Carolina General Assembly to pass laws limiting how much local governments (counties, cities, towns, and special districts) can increase their property tax levies each year. The amendment would be submitted to North Carolina voters in the November 2026 general election, and if approved by a majority of voters, would become part of the state constitution.
