CoA to Demolish Historic Districts/Davidson
This bill authorizes the Town of Davidson to adopt local ordinances that regulate the demolition of historic structures within historic districts. It amends existing state law to explicitly include Davidson among the municipalities permitted to create rules controlling how historic buildings can be demolished.
NC Constitutional Rights Act/Funds
This bill creates a new North Carolina law allowing people to sue individuals (non-government entities) in state court for violations of federal constitutional rights and seek damages, attorney fees, and other relief. It also appropriates $150,000 to educate the public about these new rights.
Appropriation to the Lake Norman CDC
This bill appropriates $4 million in state funding to the Lake Norman Community Development Corporation for the 2025-2026 fiscal year. The funds are designated for the Smithville Revitalization Plan ($2 million) and other affordable housing development ($2 million), with up to 15% of the total available for administrative costs.
The People's Right to Amend Act
This bill proposes a constitutional amendment that would allow North Carolina citizens to directly propose changes to the state constitution through a petition and voting process, rather than requiring the General Assembly to propose all amendments. Citizens would need signatures from at least 8% of recent gubernatorial voters (with at least 3% from each congressional district) to place an amendment on the ballot, and the amendment would need 60% voter approval to pass.
Additional Magistrates/Mecklenburg County
This bill increases the number of magistrates in Mecklenburg County from 38.5 to 43.5 positions and appropriates $405,585 in recurring annual funding plus $15,140 in one-time funding to hire five additional magistrates, effective July 1, 2026.
E-Bike Definitions/Local Safety Regulation
This bill clarifies North Carolina's definition of electric-assisted bicycles by creating three classes based on motor power and speed capabilities (Class 1: pedal-assist up to 20 mph; Class 2: throttle-assist up to 20 mph; Class 3: pedal-assist up to 28 mph). It allows cities and counties to regulate e-bike use on local roads and paths, and requires helmet use for riders under 18 on Class 3 e-bikes statewide, while allowing local helmet requirements for Classes 1 and 2.
Public Safety Reinvestment Act
This bill appropriates approximately $371 million to improve public safety operations across North Carolina by: equipping public transit with emergency trauma kits and implementing fare enforcement measures ($10 million); hiring additional court staff in Wake and Mecklenburg counties ($60 million); providing salary increases for Department of Adult Correction employees ($250 million); raising State Highway Patrol pay ($40 million); funding juvenile justice staffing ($25 million); supporting the State Crime Lab ($4 million); and enhancing retirement benefits for correctional officers ($11 million).
Child Care Stabilization & Affordability Act
This bill redirects $390 million from the Opportunity Scholarship program (which funds private school scholarships) to child care subsidies, establishes permanent funding for a tri-share child care cost-sharing program between employers/employees/state, reenacts a state child care tax credit, creates apprenticeships and workforce programs for early childhood educators, increases child care subsidy reimbursement rates, and establishes a health insurance pool for child care workers.
Ratepayer and Resource Protection Act
This bill regulates large-scale data centers in North Carolina by requiring them to obtain operating certificates, generate at least 25% of their electricity on-site from clean energy, pay utility rates based on their full infrastructure costs, and prohibiting them from receiving state and local tax incentives or subsidies. The bill also establishes water use standards for data centers and repeals existing sales tax exemptions for the industry.

Worker Safety Act of 2026
This bill clarifies the process for filing complaints about workplace retaliation under North Carolina's worker protection laws. It specifies what information complaints must contain, allows employers to submit response statements within seven days, requires extra materials submitted with complaints to be destroyed and kept confidential, and establishes how time periods are calculated in these cases.
Parking Lot Reform/Stormwater Control
This bill restricts local governments from requiring minimum parking space minimums in most developments and limits their ability to impose stormwater control requirements on redevelopment projects. It prohibits parking minimums except in historic districts and coastal areas, and prevents stormwater controls from being required on pre-existing built-upon areas during redevelopment unless the project increases impervious surface beyond what existed before.
Restoring Separation of Powers & Leg. Transp
This bill proposes two constitutional amendments to be voted on in November 2026. The first amendment would limit the General Assembly's power to reorganize executive branch functions in ways that weaken the Governor's authority to execute state laws. The second amendment would require bills to address only one subject (with exceptions for budget and tax bills) and mandate at least 48 hours of public notice and bill text availability before final passage.
Const. Amend./Supreme Court Ethics
This bill proposes a constitutional amendment that would require North Carolina Supreme Court Justices to recuse themselves from cases where they have financial interests, personal relationships with parties involved, or previously sponsored the law being challenged. It would also require Justices to publicly disclose large financial transactions ($10,000+), non-salary income, and who funds their travel.
Const. Amend./Judicial Standards Commission
This bill proposes a constitutional amendment to establish the Judicial Standards Commission in North Carolina's Constitution and changes how it operates. The amendment would require the Commission to have judges, lawyers, and non-lawyer citizens as members, and would make disciplinary hearings and sanctions public instead of confidential.
Mike Clampitt 1st Responder Tax Fairness Act
This bill expands the highway use tax exemption for volunteer fire departments and rescue squads that are not part of local government and have no more than two paid employees. The exemption now applies to fire trucks, pump trucks, tanker trucks, ladder trucks, four-wheel drive forest fire fighting vehicles, and emergency services vehicles.
Rep. Mike Clampitt Bone Marrow Donation Act
This bill designates November as Marrow Donation Awareness Month in North Carolina and allows people ages 18-40 to indicate their intention to become bone marrow donors when applying for or renewing a driver's license. The bill requires the state to share this information with the National Marrow Donor Program and directs state health and motor vehicle agencies to conduct public awareness campaigns about bone marrow donation, with $100,000 allocated for these efforts.
Down-Zoning/Historic Districts-Mecklenburg Co
This bill changes North Carolina law to specify that designating a historic district in Mecklenburg County is not considered 'down-zoning.' Under current state law, down-zoning requires written consent from all affected property owners; this bill exempts historic district designations from that requirement in Mecklenburg County.
Tax-Free Family Essentials Act
This bill removes sales tax from five categories of essential items: diapers, baby wipes, over-the-counter children's medication, prenatal vitamins, and feminine hygiene products. The tax exemption takes effect October 1, 2026.
