Make E-Verify Great Again
This bill requires state and local government employers to use the federal E-Verify system to confirm employee work authorization. It creates a 30-day cure period for first-time violations, allows the Department of Labor to conduct random compliance checks, increases civil penalties for repeated violations, and protects employees who report E-Verify violations from retaliation.
On-Site Wastewater System Amendments
This bill updates North Carolina's regulations for on-site wastewater systems by adding definitions for advanced pretreatment technologies and modifying the approval process for innovative wastewater treatment systems. It allows advanced pretreatment systems tested and certified by nationally recognized bodies to be approved as innovative systems more quickly if they meet specific performance standards, without requiring separate state evaluation.
Expand the FarmSHARE Food Hub Program
This bill appropriates $4 million to expand the FarmSHARE Food Hub Program, which purchases locally grown food and distributes it free to food-insecure North Carolinians, and $2 million to expand the Double Up Food Bucks Program, which provides matching funds to help nutrition assistance recipients afford fresh produce at farmers markets and food hubs. Both programs require annual reporting on participation, distribution, and outcomes.
SFRF/NCPRO Revisions
This bill allows North Carolina to reclassify and reallocate remaining State Fiscal Recovery Funds (federal COVID-19 relief money) to different eligible government services and projects, permits the state to use interest earned on certain pandemic relief funds for operations, and extends the North Carolina Pandemic Recovery Office's operations deadline from June 30, 2026, to May 1, 2027.
Elevators/Interim Code Council Appt.-AB
This bill increases inspection fees for elevators, amusement devices, and ski lift equipment in North Carolina, and allows these fees to adjust annually based on inflation. It also authorizes the Department of Labor to develop an apprenticeship program for elevator inspectors and expands the timeframe for interim appointments to the Building Code Council and Residential Code Council.
Patient Safety/Med. Imaging/Radiation Therapy
This bill creates a new state licensing board and licensing system for medical imaging professionals (radiographers, sonographers, nuclear medicine technologists, radiation therapists, and related specialists) to ensure they meet education and certification standards. Starting January 1, 2026, most people performing medical imaging or radiation therapy procedures in North Carolina must be licensed by the new Medical Imaging and Radiation Therapy Board of Examiners.
Emer. Care/Animals/Vet. Practice
This bill allows emergency medical services (EMS) personnel to provide emergency medical care to injured police K-9 units and certified search and rescue dogs at emergency scenes without needing a veterinary license. It also protects EMS personnel from prosecution when they provide such emergency care in good faith, though this protection does not apply to cases involving gross negligence, wanton conduct, or intentional wrongdoing.
Emergency Citizen Pilot Training Program
This bill establishes the Emergency Citizen Pilot Training Program within North Carolina's Division of Emergency Management to train and certify private pilots to assist with disaster response and recovery operations. The program will set standards, maintain a registry of certified pilots, require continuing training, and provide job protection for certified pilots called to emergency service.
Town of Andrews/Deannexation
This bill removes approximately 62 acres of property in Cherokee County from the corporate limits of the Town of Andrews. The affected parcels will no longer be subject to municipal taxes starting July 1, 2025, though the town retains the right to collect any tax liens or special assessments that existed before the deannexation.

Mike Clampitt 1st Responder Tax Fairness Act
This bill expands the highway use tax exemption for volunteer fire departments and rescue squads that are not part of local government and have no more than two paid employees.
